Liberia Just $45 Million Away From Its First Billion-Dollar Revenue Year

Liberia has collected $954.7 million in domestic revenue for fiscal year 2026 as of early September, putting the country just $45.3 million short of $1 billion with roughly two to three weeks of collections left at the current pace. Officials project the milestone will be crossed before the end of September.

The figure marks a sharp acceleration in revenue collection: domestic revenue rose from $699 million in 2024 to $818 million in 2025, a 17 percent increase that exceeded that year's $804.6 million target. The government's full 2026 revenue target, including grants and other receipts, stands at $1.3 billion.

The Liberia Revenue Authority credits much of the improvement to electronic fiscal devices and related measures that report transactions directly to tax authorities, reducing the under-declaration that has long undercut collection in the formal economy.

Crossing the $1 billion threshold would mark a symbolic sovereignty milestone, officials say, pointing to growing administrative capacity and reduced reliance on donor financing. It could also strengthen the government's hand in negotiations with the mining and shipping companies that dominate Liberia's formal economy. Economists caution, however, that nominal revenue growth can overstate real progress in a heavily dollarized economy, and that renegotiating tax exemptions written into existing concession agreements - not just improving collection of what is already owed - represents the larger untapped opportunity for the treasury.
